Yeah, it was a concession the Nazi government had to give to the Imperial Japanese government in the 1930s to court their wartime favor. It was allowed to remain in operation at the end of the war by agreement at Yalta because Stalin and Roosevelt found it “amusing.” Churchill had no opinion on the matter.
Neville Chamberlain was heard to mutter “let them get a piece in our time…”
